The Postal Services Regulatory Authority (Opera) operates as a policy-making, regulatory, and supervisory body in the country's postal market in order to provide transparency to the rights of customers and suppliers of postal services.

The Afghanistan Postal Services Regulatory Authority (Aprah) has licensed 12 postal service providers, the aforementioned companies, in addition to the Afghan Post state-owned company, were operating in the country's postal market, and recently, due to existing problems, a number of them have sent a letter of non-activity to this office stating their lack of postal activities, and their names are as follows:

1. DHL express service company (DHL)

2. Fast Post Service Company (FedEx)

3. Aero Parcel Express Post Service Company

4. Bober Express Post Service Company

5. Fast Post Service Company

6. Smart System Fast Post Company

7. Shahir express post company

8. GTR Express Post Co

Among the companies licensed by this department, there are (4) four companies in addition to the Afghan Post government company that have started to provide postal services and are actually active in the country's postal market, whose names are as follows:

1. Afghan Post State Company

2. Bakhtar Express Post Co

3. Express Post Company (UPS)

4. Ariana Kabul Express Post Company

5. Kabul Kayhan Express Post Company

Note: Those natural or legal persons or suppliers who engage in postal services under the title of cargo, logistics, tourism, or other similar services, are against the principles and regulations in force, if recognized and confirmed by the supervisory teams of the Postal Services Regulatory Authority (Opera), they will be considered as violators, and for the purpose of pursuing the matter, they will be introduced to judicial and judicial bodies and legal action will be taken against them.
